Structure of the Chrome Alloys Consortium
The Consortium is organized around five bodies:
- The General Assembly
The General Assemby is composed of all the Members, each having designated one person to act as its Assembly Representative.
A Chairman has been elected to coordinate the activities of the Assembly and organise its work with the assistance of the Vice-Chairman and the Secretariat. The Chairman of the Consortium is currently Mr. Sean Edwards from Xstrata.
The role of the Assembly is to adopt the strategy of the Consortium for the registration of the substances and approve the information to be submitted to the European Chemicals Agency.

- The Steering Committee
The Steering Committee is competent for adopting decisions relating to some aspects of the organisation of the Consortium and the role of its committees. In that respect, its tasks notably relate to the admission of a new Member in the Consortium, the identification of candidate Lead Registrants for each of the substance, the appointment of external experts, the creation of technical sub-Committees etc. The Steering Committee is also competent for adopting decisions relating to the daily management of the Consortium and the supervision of its activities.

- The Technical Committee
The Technical Committee’s main role is to provide technical and scientific assistance to the Consortium. More precisely, the Technical Committe’s role if to identify the data needed for the Registration of the Substances and to advise on the acquisition of existing information and the development of new information, as well as the identification of experts, as appropriate.
More information of the duties of the Technical Committee is provided in the Agreement (Articles 33 to 40).
Decisions of the Consortium are adopted by consensus where possible. Otherwise, the decision shall be adopted by a simple majority of the voting rights of the Technical Representatives.

- The Secretariat and Trustee
Under the Agreement, a Secretariat had to be appointed by the Assembly to assist in the daily management of and execution of decisions adopted by the Assembly, the Steering Committees and the Technical Committee.
The Secretariat shall also act as Trustee to the Consortium in relation to receiving, recording and aggregating Confidential Business Information on the basis of stringent procedures that protects effectively the confidentiality required by the Members or by third parties.

So far, the Assembly has not yet appointed a final secretariat. In the interim, the law firm Keller and Heckman LLP is fulfilling that role until the formal appointment of a secretariat.
- The small expert group
Although not originally provided for in the Agreement, the experience of the Consortium management proved the necessity of setting up a small group of dedicated experts in order to facilitate effective preparation of decisions and of the Consortium’s strategy. As a consequence, the Consortium has created a small expert group to discuss about technical aspects related to the Consortium.
